jobs overseas by American companies.
Who introduced this law? Who is supporting? Who is
objecting? Did the president sign it?
Answer:
I haven't seen any references to a bill number.
Senate or house originated.. I reviewed the recent omnibus
spending bill which recently went thru conference, but I didn't see
any relevant text on offshoring..(H.R. 2673 ENR, a 1.5MB PDF file).

Omnibus bills are generally cover hundreds of different topics
plus funding for federal agencies all collected into a single law.

First thing.. the senate can't pass a law all by themselves.
An exact duplicate must also be passed by the house.
Lacking identical bills or passage votes on the same bill.
The bill will go to a house, senate conference committee.
Their are virtually no rules in the conference and the content of
the bill can change dramatically. (This technique was used in 1998 to
screw US tech workers, and expand the H-1B program to destructive
levels).
Changes are usually dictated by the majority leaders of each body
of congress. Once the bill comes out of conference, it is given a
single up/down vote in house and senate with some debate.
If passed by both house and senate.. it goes onto the president.
